Thats not really true, riling up and mobilizing your own forces is often better than trying to force enemies into first defeat, then organized labor, because people you commanded in a successful war will be obedient out of respect and very productive, while the opposite will usually happen to the defeated
at most you can keep them as simple serfs like the Muslim did in Hispania to the Visgoths(and that's why the reconquista was so successful, had the population been relocated peoples from somewhere else it would've probably taken a long long time if at all), enslaving people far from your crown and keeping them where you found them even is a surefire way of reigniting the fighting spirit of the defeated and start a slave revolt, even more so if it's a genocide (targeting people of a specific human group) instead of an indiscriminate massacre
