by reinstalling the os do you mean just reinstalling it from within windows or actually completely reformatting the drive and ibstalling from scratch?
although unlikely, bios infections are not impossible so if you really want to be safe you could reflash your bios i guess

It's mostly because it is very hard to get to the BIOS nowadays and not necessary for most purposes completely wipe the disk from scratch and install a new OS on it
rootkits of the type you're talking about basically don't exist anymore. in theory some crazy intelligence agency could do something but in that case they're just spying on you with cameras and other things too so it doesn't matter. also there's 0% chance they're doing that unless you like talk to terrorists/extremists >>12990334
